CHUTZPAH GEDOLAH!!!!!! THE DEVELOPER SHOULD BE FORCED TO PAY, AND THEN THROWN IN JAIL!!! Granted, Eastern Capitol should be a lot easier on these homeowners who had nothing to do with the problem. If it was an apartment complex, it may be understandable, but condominiums?
