Probably wherever he and his accomplices see sukkahs to be put up.
This sounds like a variation on the “Williams Gang,” a loosely organized group of itinerant thieves (supposedly tzigane, but more probably just ragtag lowlife trash) who look for homes that need repair or painting and then rob the inhabitants while doing a shoddy job (and overcharging) for the work.
