Rolling One’s Sleeves Up On Shabbos

There is a basis to permit one to wear a shirt will the sleeves rolled up outside on a hot day on Shabbos in a place that does not have an eiruv. Horav Yisroel Belsky Shlita says a person who is rolling up his sleeves because he is not interested in having a long sleeve shirt may not roll his sleeve up and walk outside on Shabbos (in a place that does not have an eiruv) because the sleeve is looked at as a burden not a garment. However, if one would not wear a short sleeve shirt for whatever reason and he is only rolling up his shirt sleeve because he is hot, then he may walk outside like that on Shabbos.
