A key element of proposals to rein in the New York Police Department’s use of stop and frisk has hit a roadblock.
City Council Speaker Christine Quinn said Wednesday she opposes a measure that would give people more latitude to sue if they believe they were stopped because of their race.
It’s the most hotly debated among several proposals to change how police conduct hundreds of thousands of street stops.
Backers say it would put teeth into prohibitions on racial profiling. Critics say it would drown the city in lawsuits.
Quinn says she fears judges’ rulings could take control of police policy away from the mayor and police commissioner.
