Nonsense. They didn’t run out of water in the sense of using it all up. They lost water because the pumps failed. The fish thing makes no sense.
California often (usually?) floods and all the water goes to the ocean. Then CA finds itself in a drought and the govt tells us we cannot shower as long as we’d like and cannot water our lawns bec there’s a drought. Then next year there is a flood and the cycle repeats itself. One frustrating aspect of this is the government wastes billions annually on nonsense, graft, and corruption, but has not built any new reservoirs or expanded their water resources in decades. The delta smelt requires a lot of water from human needs (homes, business, and yes fighting fires).
The cycle occurs again and again. And the fires are the same fires that have been happening for centuries. Rain falls, undergrowth sprouts, it dies and dries, and catches fire. Fires typically start around Santa Clarita area or Simi. The windstream is such that it blows embers from East to West and Malibu burns every year. Every year CA fires make national news and it’s nothing more than a cycle that has been ongoing for centuries or millenia. Then with the undergrowth burned out, mudslides will occur when the rains come after as they always do.
The problem is this area is not necessarily the best for human habitation given the facts above but humans desire to live in fire areas.
