The United States Department of Justice has filed indictments against 22 employees of suppliers of law enforcement agencies, alleged to have bribed officials. The people facing criminal indictments are reportedly from 8 different states, as well as in the UK and Israel. Three of those arrested are from Israel.
The arrests are part of operations under America’s Foreign Corrupt Practices Act, labeling this particular operation the largest ever.
In an effort to obtain a lucrative multimillion dollar contract, they offered a 20% commission to a FBI agent posing as a defense minister of an African nation to outfit the presidential guard. The charges include violations of the above-mentioned act, bribery and money laundering.

I don’t get it. If they thought they were offering the commission to someone from a foreign (african) country, why does that break any American law?
