Hundreds of members of the Meah Shearim community were on hand at Kikar Shabbos on shabbos afternoon, heeding the call to renew protests against the city’s operating the Karta parking lot on shabbos. Unlike previous protests that preceded Tishrei yomim tovim, there were no arrests, but there was a fair share of shouting.
Participants obeyed the instructions of Eida leaders and the event remained orderly. Following the alarming escalation in the level of violence at previous protests, Eida rabbonim called on the community at large to abandon violent responses to objectionable government policy.

I would think that a fair share of shouting could quickly escalate to violence.
