According to Chief of IDF Personnel Branch Major-General Avi Zamir released a report stating that one-quarter of Jewish youths does not serve in the IDF. He made his remarks during a session of a Knesset Foreign Affairs & Defense subcommittee.
He detailed that 50% of the above number receives a deferment declaring they are studying Torah instead of serving and 1/3 of eligible females are given deferments on grounds they are shomer shabbos.

I really think that stat is incorrect. I’ve read reports that the number is MUCH less.
