The prosecutor of the International Criminal Court in The Hague, Luis Moreno-Ocampo, is looking into the legal status of questioning and/or arresting IDF soldiers traveling abroad who hold dual citizenship. Which dual citizenships is not mentioned in the report. 

Israel does not accept the ICC despite being among the signatories of the Rome Treaty that brought about the court’s establishment.

The legal experts are probing to see if status of the PA (Palestinian Authority) is close enough to a sovereign country to permit it to file war crimes charges against Israel.

Arab League Secretary-General Amr Moussa is a leading force advocating on behalf of the PA and a decision is expected “in the coming months, not years” court officials are indicating.
