The right-wing Bayit Leumi and Ichud Leumi parties have signed a surplus votes agreement by which extra votes are divided between them in the hope of not losing seats intended for right-wing nationalistic parties.
 
Parties frequently seek to sign agreements by which votes that remain, not enough for an additional mandate, are given to the recipient of the agreement in the hope of completing another seat for that party.
