Welfare Minister Yitzchak Herzog on Wednesday called for a special program to address the needs of Hilltop youths, explaining that in essence another segment of ‘high risk’ youths and as such, programs must be created to assist them, adding at present, they pose a threat due to their inability to conform to social norms.

Herzog stated the problems these youths face and the dangers they pose to society may not be ignored and the government is responsible to begin addressing the situation.
