Maran Rav Yosef Sholom Elyashiv Shlita gave a ruling regarding the start of aveilus for the families of the victims of the Mumbai terror attacks. Discussions were held in the Rav’s home along with Rav Meir Bransdorver Shlita and Yehuda Meshi-Zahav of ZAKA.
Consulting with ZAKA officials in Mumbai to obtain information, Rav Elyashiv and Rav Bransdorfer conferred and Rav Elyashiv ruled that the laws of aveilus do not apply to the families until the bodies are returned to Eretz Yisrael and a Beis Din makes proper identification.

The article seems confusing. The usual rule is that aveilus begins with burial. No one asks a gadol a question for which the answer is obvious. So what was the question, and what was the answer?
The question obviously was when is the yortzite of the kedoshim since we don’t know exactly when each of them where killed
