According to the State Comptroller’s latest report, kindergartens in the chareidi community of Rechasim do not even receive the minimum supervision regarding enforcement of safety standards.
The State Comptroller, retired justice, Yosef Shapira, reported on Monday that local authorities and the northern chareidi community of Rechasim is the subject of harsh criticism in the report.
It turns out, the comptroller reveals, that the local council did not even conduct security portfolios, which are required for the safety of the children in the various kindergartens.
The comptroller then turned to Rechasim, which is a chareidi community. “The vast majority of the kindergartens in the Rechasim Council belong to the ‘recognized non-official’ category, managed and run privately, [not by the Education Ministry],” and in line with the law, these institutions must comply with safety regulations and receive safety certificates, the cost of which falls on the owners of the kindergartens”.
“Recognized but non-official” means a school receives some government funding, albeit less than a school that is a part of the public school system, and while it is not run by the Education Ministry, it must comply with safety standards set forth by the ministry.
The council is legally responsible to ensure compliance by the kindergartens, but the comptroller reveals that in August 2018, there were no safety inspections as required by law for 38 kindergartens operating in the municipality.
Shapira’s report stated unequivocally the failures of the council place the children “in these kindergartens at risk”, citing between May 2018 and November 2018, the council head, Yitzchak Reich, failed to comply with the safety regulations pertaining to the operation of kindergartens in his community.

as a resident of Rechasim i find this article to be a real shame. Rechasim is a beautiful comunity located 15 minutes away from Haifa.
my chilren have all been in the preschools here- they are wonderful and are staffed by incredible, very responsible teachers. it may be true that these preschools don’t comply to state regulations on saftey and that is a pity but please be aware of the fact that they get almost no funding.
i think instead of badmouthing and entire community maybe state the problem as a two sided issue.
i would encourage anyone looking to make aliya to consider this dreamy lovely community – big houses and apartments for a fraction of the price of Jerusalem and the center of Israel, grreat chinuch, awsome Rabbonim and Awsome people. phyisically beautiful and lots of jobs in the area. a nice small growing english speaking community, a few Nashei events a year and more…..
There are other risks to children in Rechasim.
