Clarifying the US State Department’s position, US Secretary of State Condoleezza Rice on Tuesday stated former President Jimmy Carter was instructed not to meet with Hamas leaders.

Rice was responding to statements by the former president that he never received a clear position from the current administration regarding his plans, remarks that were quickly refuted by Rice.
