Bill To Compel Cameras In Daycare Centers Passes First Vote In Knesset


The Knesset plenum on Monday passed a bill compelling the installation of cameras in daycare centers and kindergartens in its first reading. The bill is intended to safeguard the well-being of the little ones when played in the care of others and it is supported by many MKs, initiated by MK (Kulanu) Dr. Yifat Shasha-Biton.

The bill proposes to require the installation of cameras in daycare centers for toddlers and kindergartens. According to the proposal, the cameras will record the activity at the site during all the hours when the toddlers are present, recording video without sound. According to the bill, viewing and use of photographs is prohibited with the exception of law-enforcement for the purpose of a criminal investigation and evidence if relevant.

Biton explains that in light of cases exposing abuse of the little ones by caretakers, with some cases leading to death, she feels the time has come to use technological means towards “safeguarding the children as well as possibly serving as a means of deterrence, control and enforcement that cannot be underestimated”.

“The installation of the cameras is necessary in light of the unfortunate reality in which toddlers may be vulnerable to severe violence and abuse, but there is no way to properly address many of these cases. The proposed arrangement is designed to create a strict balance between the need to prevent helpless toddlers from harm in order to protect their lives, safety, health and dignity, as well as to protect the dignity and privacy of the children, as well as the staff and anyone else in a facility,” MK Biton concluded.

67 MKS voted in favor of the bill while 2 opposed and one abstained.
