The State Prosecutor’s Office filed a seven-count indictment against M.A., (name on file), a chareidi man in his 50s from Carmiel, for exploiting the elderly – sometimes even under the guise of a police officer. In most cases he contacted elderly women who spoke only Russian, succeeding in defrauding them of over NIS 500,000.
The Fraud Division in the Israel Police Northern District completed its investigation and has submitted its recommendations to the state prosecutor’s office, leading to a seven-count indictment against the 51-year-old chareidi resident of Carmiel. The indictment was filed on Monday, and the prosecution requested holding the suspect without bail.
The investigation began following a complaint by a 70-year-old widow who lives alone in Tel Aviv’s Hatikvah neighborhood, according to which the defendant fraudulently took over NIS 18,000 from her, claiming he was a police officer with connections. The investigation revealed that the defendant used to locate elderly people in distress, most of whom spoke Russian, and offered them his help, sometimes even falsely presenting himself as a police officer who could help.
During the investigation, the police were exposed to seven different cases – from 2012 until October 2018 – the date of his arrest, in which he cheated and defrauded the elderly.
The defendant contacted the various complainants, most of them elderly Russian-speaking women, and with the building of their trust in him, managed to fraudulently receive large amounts of money, over half a million shekels, while misrepresenting that he would take care of them and their affairs.
The investigation revealed that the victims believed the defendant and trusted him, and some of them even took a loan from the bank at the request of the defendant, so that he would transfer the money to lawyers to look after them. But he used the funds for his personal needs.
According to the police, this is not the first time that the accused has committed acts of deception, exploiting weak populations through the acquisition of their trust, and has even served a 45-month prison sentence.
Now he repeated the same acts, fraudulently taking money and damaging the trust of elderly women who did not know Hebrew, among them even a Holocaust survivor, a widow, and an elderly woman who was in debt because of her husband’s difficult medical condition.
After the investigation in which dozens of witnesses were interrogated, the interrogators managed to collect evidence against the defendant. The indictment was handed down by the Haifa District Attorney, and indictment including seven counts of aggravated fraud.
