Deputy Health Minister Yaakov Litzman represented the cabinet at the memorial service in the Kiryat Gat Military Cemetery on Wednesday, Memorial Day. As such, Litzman placed a wreath on behalf of the government, then recited Tehillim. He also addressed the memorial service.

Apparently the only real issur is being called minister, not wreath laying. So as long as you’re called deputy minister, all else is muter.
