MDA is shown authorizing Rabbi Amar to sell MDA’s chometz to a non-Jew.
Rabbis are Jewish. They are not permitted to own chometz on Pesach. In this circumstance, the Jewish chometz owner performs a kinyan (see the MDA personnel lifting the rabbi’s object?) thereby appointing the Rabbi as his agent (shaliach) to sell the chometz to someone (a non-Jew) who is permitted to own chometz during Pesach.
