Jews visiting Har Habayis are under the watchful eye of Israel Police and the Waqf Authority.
The holiness of the site according to Muslims, does not prevent their youths from playing soccer, which has been prohibited by the High Court of Justice, yet Israel Police will not enforce it by taking the ball.
Gedolei Yisrael over the generations and the Chief Rabbinate of Israel prohibit visiting Har Habayis, which they explain carries the punishment of karess.
