The NY Times & Ynet report: Israel believes that North Korea has been supplying Syria and Iran with nuclear materials. According to one Washington Defense Official, “The Israelis think North Korea is selling to Iran and Syria what little they have left,” he said. The official added that recent Israeli reconnaissance flights over Syria revealed possible nuclear installations that Israeli officials estimate might have been supplied with material from North Korea.
Although the reports do not say it straight out, they hint to the fact that this is what Israel bombed.
It is interesting to note, that North Korea commented on the incident Tuesday, calling it a “dangerous provocation”.
“This is a very dangerous provocation little short of wantonly violating the sovereignty of Syria and seriously harassing the regional peace and security,” a North Korean Foreign Ministry spokesman said.
“The Democratic People’s Republic of Korea strongly denounces the above-said intrusion and extends full support and solidarity to the Syrian people in their just cause to defend the national security and the regional peace.”

Not likely. Afilu teimah the North Koreans did supply nuclear material to Syria, that’s a long way from a device. The best thing they can do for the rest of the world is to look to the North Koreans for expertise, given the results of the latter’s test performance.
The Syrians are more likely to attempt to buy or steal a completed device from Russia, China, or Pakistan, than attempt to design and build one themselves.
