October 21st was declared as the 2010 Great California Shake Out day. Over 8 million Californians have participated in a wide variety of drills of various natures. From the basic “Drop, Cover, and Hold On” drill to full scale evacuations, Californians were once again reminded that they live in an earthquake country and consequently preparedness is not an option, it is a way of life.
In order to meet the community’s emergency medical needs in the aftermath of a disaster, Hatzolah of Los Angeles has developed a comprehensive response plan to facilitate the provision of mass Basic Life Support care in pre-designated Casualty Collection Points (CCP).
Hatzolah of Los Angeles conducted a drill of setting up a CCP that is self sustained and can provide BLS care for 50 people at any given time. This was the largest independent drill Hatzolah has ever conducted; both in terms of number of participants as well as equipment and accessories deployed. The exercise was carried out under the assumption that the City has lost all its power and communication system. Hatzolah members had a chance to familiarize themselves with the various components of a self sustained mobile treatment area.
Using Hatzolah’s auxiliary communication system, designed specifically for total blackouts, members were dispatched to a staging area where Hatzolah’s Mobile Command Post was set up. Following a short briefing, members were assigned their respective duties and headed to a location, pre-designated as a potential CCP site. Simultaneously, Hatzolah’s Disaster Preparedness Team drove to that same location Hatzolah’s Disaster Supply Vehicle, fully loaded with all the medical supplies and accessories necessary to set up a mobile treatment area. Once the area was secured, generators were activated to provide power and standing lamps and string lights were set up and hung. Following a carefully designed plan, a triage area and the various treatment areas were set up, over ten tents were erected and 50 beds were positioned in all treatment areas. Within an hour and a half the members assembled and formed a fully functional Casualty Collection Point set up to handle up to 50 people at one time.
48 members took part in the drill that lasted for three hours.
