Police in New York City were planning a 24-hour crackdown on people who drive while using their mobile phones.
The ticket blitz was set to start at midnight Tuesday.
Police officials said they expect to issue thousands of citations.
A similar blitz in March led to nearly 6,700 tickets and $800,000 in fines.
NYPD spokesman Paul Browne said police were only concerned with making the roads safer, not raising money for the cash-strapped city.
