The Israel Foreign Ministry has issued a travel advisory for N. Korea, not a travel ban. The advisory points out that the fact that Israel does not maintain diplomatic relations with the country, anyone running into a problematic situation would not be able to turn to diplomatic channels for assistance.
The advisory followed adverts earlier in the week by Rimon Tours, which is offering a number of tours to N. Korea in April and May.

Why would anyone go to North Korea?
How about a Pesach cruise – just don’t ask any (event the Four) questions!
