Judging from the window, it seems like he does not wait until much, if at all, past shkiya. It is clear that he is not waiting until tzeis to light. Of course there is a big machlokes haposkim about this, so it’s interesting to know what he does.
And in case anyone thought that the candles need to be davka next to one another, notice in the third picture that he left a space between two of them. Perhaps he did so so they last a bit longer?
