Israel Police are working in Jerusalem in an effort to change the parking habits or motorists, seeking to teach a new parking culture. Police are operating in central areas and working to warn motorists instead of fining them to park in authorized areas only and to refrain from parking on sidewalks and blocking paths intended for pedestrians. Police officials are working to redefine driving and parking norms which currently pose a higher risk to pedestrians.

Drivers are being informed that parking where prohibited is a violation of traffic law and while they are only being warned at present, in the future they will be fined. A detailed explanation is placed on the vehicles parked illegally.
