Elad City Hall this week announced that businesses in the city will have to shut their doors at 21:00, a step being taken to combat the growing number of dropout youths (Noshrim) hanging out on the streets and in stores. The city is going to amend a local municipal law to compel stores to close at the earlier hour.
Certain businesses will be permitted to continue operating after 21:00, including supermarkets, which may operate until midnight. Book stores may open until 22:30 and on Thursdays, stores may remain open an additional hour, until 22:00. The city plans to begin enforcing the new closure law in Elul.
The new directive is not being accepted with open arms by all residents, with many expressing anger over the city’s decision. Some explain it is absurd that one will not be able to order pizza at 21:00. More than a few business owners and residents plan to combat the decision, unwilling to have the city shut down as early as 21:00.

How about building a youth center?
Well-lighted basketball courts and interesting evening classes, kumzitz evenings, etc.
sounds as stupid as treating the red spots on the face with cream instead of the measles inside of the body.
to close all stores does not deal with the problem of drop out youth and will not do anything to help the youth.
but with a mentality like this, it is a wonder that there are still kids who keep mitzvos in Elad?
1 and 2 – you obviously are not from Haredi Eretz Yisroel. There the mentality is, if it is positive or enjoyable, ban it. That is why there are so many kids OTD. What is the solution the Rabbonim Shlita come up with? More bans, more control. What will that lead to? More kids, and adults, going OTD.
