Chabad in Israel advertises that in line with the instructions of the Rebbe ZT”L, chassidim are to hold siyumei messechos during the Nine Days to increase simcha during the period.
This includes public events aired over the radio. Following is a listing published by Chabad of siyumei messechos that are scheduled over the air before Tisha B’Av.

Well, why should they mourn in Chabad seeing that their Mashiach has come already?
Is that called being mishtatef in a siyum?
Although the Halacha says that it is permitted to do a Seudat Mitzvah on the nine days, it is not the Right thing to do. The Shulchan Aruch has four sections- Orach Chaim, Iben Ezra, Chosen Mishpat, Yore Deah. There in where that it says that a person is not allowed to pick his nose. However, is it the right thing to do? There is a common sense book as well. Furthermore, this is considered fooling themselves but not Hashem. Hashem should protect us from these evil people.
Chabad does not eat meat in the nine days even by a siyum. They just do it to add Simcha of Torah which is definitely permitted in the nine days.
The Gemara in Taanit Daf 29 says Meshnichnas Av Memmatim Besemicah. The Simacha should be lessened not eliminated. However, Chabad is increasing the Simacha. I am sure that the Gemara has more reliability than Rav Menachem “Melech Hamachiah”. Furthermore, eating meat was not on the time of the Gemara. It was added at the times of the Geoneem. Mourning the destruction of the Temple is a crucial part of our religion, and we should never forget.
If people like you would be so Makpid to be Besimcha all year like you are Makpid NOT to be Besimcha in the nine days the world would be a beeter place..,,,,,
And if you read other sforim you will see that the simcha of learning should never be diminished even in the nine days….

The reason for not learning Torah on Tisha Beav, because it brings joy to the person. Furthermore, the Rama’s ruling is to stop learning Torah from Chatsot of Erev Tisha Beav.
