UPDATE 6:21PM IL: SUMMARY OF EVENTS: Jerusalem Police a short time ago declared the blast on the Egged Number 12 bus traveling on Derech Moshe Baram a terrorist attack. However, that designation has since changed as police are uncertain. What police are saying now is the explosion took place at the rear of an empty bus which set the front of another bus and an adjacent vehicle on fire. No one was injured on the number 12 blast where the blast occurred. It appears all the injured were on the second bus, or possibly outside. This too is yet to be determined.
First reports state there are fifteen persons injured as a result of the explosion and fire, of which two are in serious condition, one moderate and the remainder light. The injured are being transported to Shaare Zedek Medical Center.
One of the factors that are directing police away from believing the blast was caused by a bomb is that the injuries are from the force of the blast and the shrapnel injuries that have been synonymous with terrorist bombs are not seen here B”H. The victims are not full of metallic fragments as is usually the case with a terrorist bomb that contains metallic balls and/or nuts and bolts.
For clarification, the site of the blast is in the Talpiot area of the city, a more industrial area of the city.
Jerusalem Fire Spokesman Udi Gal confirms that both buses were engulfed in flames but at this time, those fires are declared ‘under control.’ The preliminary scan of the bus signals that B’chasdei Hashem no one was trapped on board either bus.
Ichud Hatzalah’s Miki Cohen confirms all of the victims of the explosion and subsequent fire have been evacuated from the scene. He is reporting the same number of injured as reported earlier, fifteen. He adds one of the injured is in critical condition, a second serious. The remainder are less seriously injured.
6:08PM IL: Magen David Adom and Ichud Hatzalah are on scene of a bus that exploded on Derech Chevron in Jerusalem. There are multiple injuries reported.
The explosion occurred on an Egged number 12 bus traveling on Derech Chevron, not Patt Junction as first reported.
Magen David Adom reports at least ten people have been injured in what is assumed to be a terror attack. However, this has not been confirmed by any official source.
MDA, Ichud Hatzalah, Zaka, Jerusalem Fire, police and special forces are already operating and continuing to respond to the scene.
Magen David Adom Chief of Operations reports his preliminary information is ten wounded, all lying on the street in the area of the bus. The location is Moshe Baran Street in the capital.
The first statement from a Jerusalem police official states there are two buses and a private vehicle involved the fire due to an explosion at the rear of the 12 bus. The cause of the initial explosion is not known at this time. A terrorist explosion is one of many possibilities. At this time, first EMS personnel on the scene are reporting about five persons are wounded. More to follow.

Based on the relatively low number of casualties it seems most likely that it’s some sort of mechanical malfunction rather than a terrorist attack. (this is my initial conclusion)
They should check any surveillance footage at stops, stations and see if anyone boards with something and leaves without it, etc..
an attack need not be successful to still be terrorism, eg. “Attempted terrorist” “Failed terrorist” that YWN always reports about.
