In his words to a medical ethics conference on Wednesday, 8 Adar I, Deputy Director of Shaare Zedek Hospital and its Chief of Trauma Dr. Ofir Merin explained that reality is such that doctors treat everyone but priority must be given to innocent victims over the person who decided to harm them when this is not possible.
He stated this reality cannot be avoided, adding praise for the Israel Medical Association Ethics Committee, which has recently ruled doctors and medical personnel must first treat the most seriously injured, even if that is the terrorist.
That ruling was met with loud objections, including from Zaka Director Yehuda Meshi-Zahav and many others, including gedolei hador shlita.

This is straight out of the rules of Sedom, or maybe Nazi Germany?
Aside from the issue of perpetrator vs victim in these cases the terrorist is also a goy & the victim is a Jew. & a Jew comes before a goy every time regardless of severity. So the question doesn’t even start.
#2 It is dangerous to say what you wrote because then in foreign countries (USA, Eng, etc.) they will say that they have to treat goyim before Jews.
Terrorists should not be treated at all, but Jew, non-Jew cannot be an issue.
