Wind chills have been between zero and five degrees throughout the morning, with winds gusting up to 25 mph.
It hasn’t been this cold in the city since last March.
The record low temperature for this date is minus 4 degrees, set in 1904.
The normal low temperature for this time of year is 27 degrees.
