Winter driving regulations begin in Israel on November 1st. This means that emergency vehicles, public vehicles including buses and taxis, and two-wheeled motorized vehicles must drive with headlights on at all times, referring to nighttime and daytime driving.
Regular private vehicles must have headlights on when traveling on inter-city roads/highways. Drivers are not required to turn on headlight when driving in cities/urban areas.
