Federal Agency Examines NY Health Exchange Controls


heaA federal oversight agency says the New York Health Exchange’s internal controls sometimes were ineffective in verifying household income and reconciling inconsistent data for people enrolling for coverage and financial assistance.

The Department of Health and Human Services inspector general says that doesn’t necessarily mean the exchange improperly enrolled applicants, noting that other controls did work, like verifying Social Security numbers.

Auditors looked at 45 sample applicants from 2014.

New York health officials told auditors they were taking corrective action.

State data show 2.1 million New Yorkers enrolled for health coverage through the exchange. More than 415,000 got commercial insurance plans, nearly 1.6 million enrolled in government-funded Medicaid and nearly 160,000 signed up for the state’s Child Health Plus program.
