Seven Police Commanders Reprimanded for Failures Leading to Toeiva Parade Fatal Stabbing Attack


schAfter the committee submitted its findings which were accepted by Public Security Minister Gilad Erdan, seven senior officers in Israel Police and Israel Border Police were reprimanded, and some removed from their posts.

Yishai Schlisel attacked the toeiva parade in Yerushalayim about a week ago, murdering 16-year- Shira Banki, who was not a member of the gay community, but was simply in the area. Five others were wounded in the attack. Schlisel was released from prison 3 weeks earlier after serving a 10-year sentence on an attempted murder conviction for another stabbing attack at a Jerusalem gay parade. Upon his release he announced he would attack again, which he did.

The internal probe into the attack was conducted by Deputy Commissioner Yisrael Yitzchak. He pointed to serious failures by police in the realm of intelligence and operations, citing officers in both units.

Jerusalem Police Chief Moshe Edri is held responsible for police failing to prevent the attack as the senior commander in the operation. He will receive an official censure in his file that will likely impact any future appointments.

Moriah Police District Commander Kobi Davidian is being removed from his command post and he will not be eligible for promotion for five years. He will no longer be eligible for a major command in the future, essentially bringing an end to any hope for a senior post in his future in the department.

Commander Ephraim Havivian of the Tzion substation will be censured in his record his role in the failed operation.

Jerusalem Intelligence Chief Doron Moshe is removed from his post to be reassigned and he will not be eligible for promotion for seven years.

Chief of Investigations Doron Shalom was the one who removed Schlisel’s name from the threat list. He is removed from his post and will be reassigned. In addition, he is enrolled in an advanced officer’s course in the coming weeks but he has been removed from that course.

Moriah station Intelligence Officer Tzachi Chalfon and Chief Superintendent Shai Alally are being reassigned. Moriah Chief Operations Officer Shlomo Bachar is being censured in his file. Tzion station Intelligence Officer Yitzchak Shemaya will be censured.

A number of other officers have been reassigned.
