The situation began as an argument between an Arab passenger and a religious IDF soldier on board the Kavim Company 210 line from Modi’in Illit to Bnei Brak on Monday morning, 5 Tammuz. The two got into a verbal altercation over a seat which escalated to an assault when the Arab, who lives in a village near the chareidi city, slapped the soldier.
The bus driver pulled over to the side of the road and passengers intervened to break the two apart. B”H the soldier was uninjured and preferred not to summon police. Some passengers who witnessed the fight were upset with the soldier’s lack of response.

Right. So to verbally assault a female soldier you get thrown in jail, but a slap doesn’t count?
Any passenger who was upset with the soldier’s lack of response could have pulled out his cell phone and called the police. Every citizen has the obligation to report crime.
