MTA New York City Transit President Carmen Bianco has announced the appointment of New York Police Department veteran Owen Monaghan to the position of Vice President, Security. The appointment is effective March 9, 2015.
Monaghan brings 34 years of experience in law enforcement to New York City Transit (NYCT) as a leader in transportation and security through his career with the New York City Police Department. Most recently, he was the two-star chief and borough commander of Brooklyn South, overseeing the department’s largest borough command. His command included 3,000 officers and 13 precincts and specialty units.
Monaghan has a long history of working with NYCT and city officials, having served more than 14 years in NYPD’s Transit Bureau. He rose through the ranks to become Deputy Chief and Executive Officer, the bureau’s second in command overseeing 2,600 police officers. He also was a key contributor to numerous strategies for regional transit security and NYCT’s security and emergency preparedness plan, and has received specialized training in transit security from the U.S. Department of Transportation, the Department of Homeland Security and the Federal Law Enforcement Training Center.
“Not only will NYCT benefit from Owen’s 34 years of transit and policing experience, but in addition to his distinguished career with the NYPD, Owen is one of the nation’s most recognized and credentialed transit security experts,” President Bianco said.
Among his recent leadership positions, Monaghan served as President of the American Society for Industrial Security (ASIS) International Professional Certification Board which manages certification programs for security professionals. He is also the recipient of the prestigious Certified Protection Professional (CPP) certification, awarded to experienced security practitioners who have demonstrated in-depth security knowledge and management skills.
Monaghan will report directly to President Bianco.
