The position is not elected but is given out based on coalition negotiations. For a small party (under 10 seats) to get Ministry of Finance, which is rich in patronage, is rare but not unheard of.
To the best of my recollection, Yair Lapid was the first Finance Minister not to come from the Prime Minister’s party (except for Moda’i under Peres but that was a Likud/Labor unity government).
