Itzik Moiyal heads the Histadrut Labor Federation’s foundation that is working to encourage Israelis to enter the construction industry. Since the June 1967 Six Day War Israel has been relying more and more on Arab labor and when terrorism became too big a concern the work was given to foreign laborers including workers from Romania, China and other countries.
Many unemployed Israelis over the years explain construction work simply does not pay livable wage but Moiyal is working hard to change this. He explains that one entering a construction job without knowledge or experience will earn 5,000 shekels monthly but after acquiring skills during a six month period the salary will be hiked to 9,000 shekels. He feels this will serve as an incentive, especially for many young unemployed residents willing to work hard.
The Ministry of the Economy recently allocated 90 million shekels for the foundation, to be allocated to train Israelis in construction as Bennett is among the major supporters of the program for he would like to see Israelis doing the work now being given to foreigners including PA (Palestinian Authority) residents.
The ministry allocation followed a successful pilot program. 60% of demobilized IDF soldiers trained in the industry are still working in construction after three years. The applicants accepted to the program will spend the first three months in school followed by three months on-the-job training. They will receive 5,000 monthly without any benefits but after a half year they will receive 9,000 plus a pension and more.
Moiyal explains they are currently looking to infuse 1,500 Israelis into the program, including chareidim.
Industry experts report at present they need 200 foremen and 20,000 skilled construction professionals. They explain because of the critical shortage in skilled manpower they are compelled to bring in foreigners, most coming from China.
