While Police Chief Yochanan Danino would like to see the criticism of his department wane, it does not seem likely in the immediate future. The botched handling of the distress call from the abducted youths has left the department’s Shai District vulnerable to criticism along with the entire Israel Police 100 emergency dispatcher system.
Channel 2 News’ Moshe Nussbaum explained the Israel Police emergency number receives 100 million calls annually. He explains police reports that 30% are not legitimate calls. Israel Police reports the average ‘100’ (Israel’s 911) dispatcher answers 166 calls per shift.
Nussbaum’s question is why these dispatchers are not properly trained and how was this permitted to happen. The public wants to know why the dispatchers fail to conduct themselves professional and why they appear to lack adequate training.
In a 2013 address in the Ono Academic College, it was Danino who opted to speak about his department’s 100 dispatcher system, citing the matter of inexperienced personnel on the phones and the need for better training. Danino stated there is a need to replace the inexperienced personnel with properly trained and experienced individuals.
According to Nussbaum, 70% of today’s dispatchers are properly trained but 30% are what the department calls “Shachar officers”, members of the force on the job a few weeks, lacking the most basic training in handling emergency calls.

The fact that they get many illegitimate calls would be a good excuse for a man on the street, not for someone whose job it is to take emergency calls.
Is Shachar a screen for ‘chereidi’?
This is a very old well known problem. It’s not just inexperienced, it’s CORRUPT! When a non religious person calls to complain about a charedi they come in minutes. When a religious person calls on Shabbos to report a shooting it took over 30 minutes!!
The israeli police are seriously not only untrained in every aspect but also extremely unethical. The femails walk around with their iphones in their hands and mirrors in their pockets. They look like their more into their materialistic needs than any life or death situation they get handed. I watched a pregnant women asked to cross some temporary blockade recently; it was there for something like a hachnasas sefer torah that wasn’t happening yet. They made her walk all the way up the mountain in the heat and around to get home. I saw a femail officer cursing her superiors to an older police man; in front of me. Why she can’t go home yet and finish her job for the day while they were commanding traffic. They will never miss a traffic ticket or a parking ticket; if ur car was parked 99.9 right and just an inch stuck out of the legal parking area; you get ticketed. But something as imperative as a phone call asking for help; they just won’t get! They are lacking serious training and are mostly narcasists they want to feel like they control something in their life.
