This week is a big one for the coalition as three major bills will be voted upon. Not taking chances, and exhibiting a measure of distrust, Prime Minister Binyamin Netanyahu is compelling coalition party leaders to sign a document committing to support the three bills; (1) draft bill, (2) governance bill (3) national referendum on land concessions bill.
Draft Bill
The draft bill will replace the Tal Law, which was disqualified by the Supreme Court. It will also permit 22,000 chareidim to join the national workforce as well as compel the induction of 5,200 chareidim into the IDF and national service by 2017. If the induction goal is not met by 2017, it will compel the drafting of chareidim over the age of 21 with the exception of 1,800 avreichim classified as ‘ilui’im’.
The bill has other components as well, including an additional month of military service for hesder talmidim and cutting service for men from 36 to 32 months.
The debate set to begin on Tuesday afternoon and the vote set to be held on Wednesday at 10:00.
Governance Bill
The bill will increase the minimum threshold for entering Knesset to 3.5%, which translates to four seats. It also limits the cabinet to a maximum of 19 ministers including the prime minister, with a maximum of four deputy ministers.
Toppling a coalition will compel the opposition to present an alternate coalition in addition to obtaining a majority vote.
This bill intends to amend a Basic Law so it demands a majority of the 120-seat Knesset and not just a simple majority of those voting.
The Arab parties object to this bill in particular for it will make it extremely difficult for them to enter the next Knesset if they do not unite into one large party.
The debate set to begin on Monday afternoon and the vote is expected to take place on Tuesday morning at 10:00.
National Referendum Bill
This will compel a national referendum for all land concessions pertaining to areas under Israeli sovereignty. The bill intends to make it more difficult for the coalition to make additional land concessions to the PA (Palestinian Authority).
This bill intends to amend a Basic Law so it demands a majority of the 120-seat Knesset and not just a simple majority of those voting.
The debate on this bill scheduled to begin on Wednesday afternoon and the vote is expected at about 02:00 Wednesday night.
