Beginning on Friday, 5 Adar II 5774, one will only be able to transfer between Jerusalem buses and the light rail without incurring additional charges with a valid Rav Kav smart card.
If one opts to still use the single use paper tickets purchased at a machine, one will not be entitled to transfer between buses and the light during the 90 minute period following the start of one’s ride.
Unlike in the past when one was compelled to purchase a private card with one’s ID number and photo, today one can purchase an “anonymous rav kav” for 5 NIS which also gives one a 5% discount and the ability to transfer between buses and the light rail.

a personal rav kav with your picture is/was always free
actually this has been for a log time now.What is new is the paper transfers will not work between different bus companies .
