Justice Minister Prof. Yaakov Ne’eman explained he cannot address a clemency request on behalf of former President Moshe Katsav for the senior minister feels there is a conflict of interests. Ne’eman passed the ball to Minister Dr. Binyamin Begin. He consulted with a number of people and announced that he too is unwilling to address the request, returning the ball back to the Ministry of Justice.
The feeling is the request will fall in the lap of the incoming minister. This will likely be a Likud member and friend of the former president, who will be compelled to distance himself from the request due to the same conflict of interests.
In reality, the reason no one wishes to address the request is the fact that Mr. Katsav has not served sufficient time after being found guilty of assaults against women. Back in October 2012, Katsav’s attorneys began the process seeking a presidential pardon.
