Who has the privilege of teaching a Student of Torah that is an Am Haaretz?

Since when is it muttar to make a beracha on a random menorah in a random place for no reason? Last I checked the only two places you can light a menorah is in / right outside a place where you are sleeping and in shul. If you think differently then give a source.
Although I guess if the guy lighting slept outside that night it would be muttar.
