Judge Rejects Five-Borough Taxi Plan


A judge has rejected the Taxi and Limousine Commission’s “Five Borough Taxi Plan” that would have allowed livery cabs to pick up street hails in upper Manhattan and the outer boroughs. Medallion fleet owners said Mayor Michael Bloomberg skirted the law and bypassed the City Council in order to get his measure through.

The plan would have created special licenses to allow livery drivers to pick up fares above 96th Street as well as in the other four boroughs.
