City Council committees are examining how well New York is prepared for winter.
Council Member Peter F. Vallone Jr. says the goal is to ensure improvements to last year’s blizzard response.
A hearing is being held Wednesday afternoon by the committees on public safety, sanitation and solid waste management.
Some improvements to be examined include the process of declaring emergencies.
The committees also will discuss enhancements to the city’s emergency operations center, the process of hiring extra laborers, and dispatch protocols.

But as loyal Democrats don’t they have a (quasi-religious) duty to believe in Global Warming, and therefore be concerned about heavy rains during the winter?????
