It appears while the chareidi tzibur is still the target of allegations of evading its national responsibility, namely IDF service, the IDF may be unable to accommodate the increasing numbers of chareidim wishing to serve. While the treasury is holding back the transfer of 140 million NIS, the result may be an inability for the IDF to draft an additional 200 chareidi inductees into the Shachar program scheduled to enter the military.
According to a report appearing in the daily Haaretz, the chareidi tzibur is not opposed in principle to the induction of larger numbers of the community. Therefore, one may assume that barring budgetary limitations, the annual growth in the number of chareidi inductees will continue providing that number does not exceed the current rate of growth.
MK Moshe Gafne, who heads the powerful Knesset Finance Committee, calls the new guidelines “a personal goal” that will only result in many yeshiva students opting out, deciding not to serve to avoid hurting their yeshivos.
Gafne maintains that many yungerleit in kollel wish to enter the workplace but cannot do so since current guidelines would compel them to serve in the IDF if they leave yeshiva, hence, they are not in the army or working, but stymied.

The army can offer a compromise. Hareidim who join the army can give up on yiddishkeit – that way they can serve in the army, which the army holds is more important than any other mitzva. The army can kill two birds with one stone: getting more soldiers, and reducing the number of Hareidim.

You are both wrong.Every male who lives in Israel must serve or do Sherut Leumi. All my Haredi nephews [5]served proudly. As a matter of fact, they said they had plenty of time to learn and hear shuirim.
My grandson is in the IDF now and he learns every evening.
Any able-body man who does not serve should not get any grants towards education whether it be Kollel or university.

I can’t wait for Mosiach to come so BOTH sides – especially the IDF lovers – could see where they are wrong.
#5 – but those interesting in the survival if Israel, will spend their time learning. When they look back in a few centuries, it will be the guys who were mesiras nefesh with their parnassah to learn who will be seen as the heroes who saved Klal Yisrael, and those who went off to play soldier as having been misguided.
