New York State Governor Elliott Spitzer named two new top officials for the Lower Manhattan Development Corporation today. The governor named Avi Schick (who previously worked under Spitzer as a deputy attorney general) as chairman, and businessman David Emil as president. Schick, who is already president and chief operating office of Empire State Development Corp will serve the position unpaid. Emil, was the owner of “Windows on the World”, the restaurant at the top of the trade center.
