The Senate will return to Albany next Thursday to vote on the mayoral control deal struck with Mayor Bloomberg, a Democratic conference spokesman confirmed.
So far, it looks like it’s going to be a fairly quick session, with little – if anything – else on the majority’s to-do list.
“Yes, we will return to session at 10 a.m. to pass school governance for New York City and the appropriate chapter amendments,” said Travis Proulx. “Other agenda items are still being considered.”
Whatever is added is likely to be non-controversial, Proulx said.
In so far as the timing of the mayoral control vote is concerned, this is a win for Mayor Bloomberg, who said last week that he looked forward to Senate action “the first week of August.”
Sen. John Sampson, the Democratic conference leader, had been a bit more circumspect, saying only that the deal would be voted on sometime before September.
The Senate is moving ahead with its votes on chapter amendments despite the fact that the Assembly, which passed its mayoral control reauthorization bill in June, has not yet agreed to do the same.
Assembly Speaker Sheldon Silver this morning reiterated that the only commitment he has given is to discuss the amendments with his majority members in when they return to Albany.
The Assembly has no plans to come back to the Capitol until Gov. David Paterson calls the entire Legislature in for another round of mid-year budget cuts – most likely in September.
Speaking this morning on AM Talk 1300 to the Post’s Fred Dicker, Silver said his members may indeed “be sympathetic” to what’s being proposed by the Senate. But, he warned, they might also want to put their own issues on the table.
Silver said the Senate can “probably be comfortable” in knowing that the mayor has agreed to implement the provisions of the deal administratively, adding that all of it “can be done by the City of New York Board of Education without any legislation, anyway.”
