Sullivan County has approved a local impact agreement with the Seneca Nation for a future casino off exit 107 on Route 17.
The Senecas have agreed to kick in $15.5 million annually in the first two years before a proposed Seneca Catskill Mountains Hotel and Casino is opened. In the next four years, the Senecas would pay $20 million annually.
The agreement mirrors one with other tribes, who, have agreed in principle to also pay hotel and sales tax. The Senecas are using a different mechanism in federal law to land a casino, which would prohibit the county from collecting taxes. The Senecas have agreed to pay a higher annual flat fee to offset the negative impacts of a gambling operation.
The agreement also provides Sullivan with additional monies, if the resort makes more than $100 million annually on its non gaming-related enterprises.

1. The Seneca never even lived in the area. If they want a casino, the state should legalize it instead of basically “hiring” some indians with a phony “reservation”.
2. Instead of gambling, why not encourage factories and service industries.
the original deal was for the Concord golf resort in Kiamesha- it was supposed to turn into a major casino resort with high end shopping centers & hotels etc. Does anyone know where this deal was made? For which property?
