NYPD, FDNY, Coast Guard and Port Authority officials are among those working on a nuclear training exercise today in the New York Harbor. NYPD Commissioner Ray Kelly says crews will try to detect a nuclear device on a vessel headed into the harbor. The crews will use equipment received from federal authorities to combat terrorism. The nuclear device used is harmless.
The exercise will last about six hours. More than 100 people will be involved.
The exercise is among the largest collaborations among agencies in the area, including police from Perth Amboy, NJ.

This sounds like the Keystone Kops trying to fight the bad, bad terrorists.
I would bet that rather sophisticated technology and chochma goes into this sort of excercise. More decades ago than I would like to admit I spent time at sea, and my experience there gave me great respect for the Coast Guard.
