NY Gov. Andrew Cuomo says New York is shifting to a micro-cluster strategy to slow the spread of the coronavirus.
Neighborhoods considered in the red zone will get targeted testing and ramped up enforcement of restrictions.
Cuomo said that targeting coronavirus would no longer be at the statewide or regional level, but “block-by-block.”
“For fall we are going to deploy a micro-cluster strategy. We have been targeting all our actions either … statewide … or we reopened on a regional level. We are now going to analyze it block-by-block,” he said. “We have data so specific that we can’t show it because it could violate privacy conditions. We know exactly where the new cases are coming from.”
Cuomo said Orange, Rockland, Queens and Brooklyn counties contain micro-clusters.
The Governor said this approach will allow businesses to reopen once the clusters on their block are controlled. He also said that with contact tracing, the state will be able to identify exactly where the cases are coming from, and which businesses or places are not contributing to the spread.

Once a block with a high infection rate is designated, the governor said an increase in testing would take place with stricter enforcement. Cuomo has repeatedly blamed a lack of enforcement for the rise in cases in Brooklyn and Queens.
“If there’s a cluster it means there wasn’t compliance,” he said.
Cuomo has not yet said when he will lift restrictions in coronavirus hot spots. Mayor Bill de Blasio has said cases appear to be leveling off.
The positivity rate in coronavirus red zones has dropped slightly to 4.34 percent, while the state’s overall infection rate remains low, at 1.1 percent, with over 1,500 new cases.
The governor also announced that movie theaters outside the five boroughs, including in Westchester and on Long Island, will be allowed to reopen on October 23 at a limited capacity and with many new restrictions in place. Theaters will be permitted to operate at no more than 25% capacity, with a maximum of 50 people per screen. There are still no reopening plans for cinemas in the city.
Cuomo also called on the federal government to help the states plan for vaccine administration. He compared the lack of instruction and support to the beginning of the pandemic, when President Donald Trump left enforcement and restrictions up to each state.
“Let’s not make the mistakes that we made in the beginning of this. ‘Well the states will figure this out,’ it didn’t work. This is a massive undertaking. What is the federal government actually going to do besides say here are the dosages, make it work,” Cuomo said.
The governor said that when a vaccine is ready, a New York task force will review it to make sure it’s safe for use. He’s calling on the president to create a plan to help administer the vaccine to New Yorkers in the most efficient way.

Wonderful. EXCEPT that Cuomo already lied and denied factual numbers in order to “blame the Orthodox Jewish community” so why would you trust him to say the non-jewish areas are not high numbers now?

According to the protocols for their studies, which they released late last week, a vaccine could meet the companies’ benchmark for success if it lowered the risk of mild Covid-19, but was never shown to reduce moderate or severe forms of the disease, or the risk of hospitalization, admissions to the intensive care unit or death.

We all expect an effective vaccine to prevent serious illness if infected. Three of the vaccine protocols—Moderna, Pfizer, and AstraZeneca—do not require that their vaccine prevent serious disease only that they prevent moderate symptoms which may be as mild as cough, or headache….
These protocols do not emphasize the most important ramifications of Covid-19 that people are most interested in preventing: overall infection, hospitalization, and death. It boggles the mind and defies common sense that the National Institute of Health, the Center for Disease Control, the National Institute of Allergy and Infectious Disease, and the rest would consider the approval of a vaccine that would be distributed to hundreds of millions on such slender threads of success.
When the federal government comes out with vaccination approved by President Donald Trump, then how dare Cuomo who is a mass murderer having murdered 13,000 elderly residents, how dare he order me to abstain from a vaccination!!
The inspectors are not going by zone, they have lists of Jewish schools and yeshivas just like the Nazis, and they are closing these institutions even if they are in the yellow zone.

Are we living in the same state? Are we talking about the same Coumo? If yes you are living in an alternate reality. President Trump like him or hate him sent a lot of resources to help NYS and this “MURDERER” Coumo refused to use any of it.
Please enlighten me what any other president would have done differently with this virus besides shut down the country, which we have seen from many different countries that it doesn’t work. When has the issue become about positive cases instead of hospitalizations like we had in March? Have people died from COVID – yes, at the same time have people died from the flue – yes. Whether you want to say the Flue and COVID are the same (it’s up for debate) they are both viruses that are not going away naturally anytime soon.

1) probably vaccine trial are focused on mild cases because they are easier to measure. The trial works by vaccinated a large number of people and then waiting for some them to be naturally infected. There are probably 10x times of mild cases than severe cases. So, you will get your answer earlier. If the trial shows no complication and any sort of relief, it is enough to start using it.
2) Hashem’s message might be – don’t think that you are just for yourself, start caring about whole community. This is a chance for everyone to try to save the world by being careful. Ask your Rav what is the bracha for putting the mask on.
3) initially, many states were giving just statewide numbers, then by county, saying that “extra information will violate privacy”. Same for nursing homes … This proved to be not effective. Now, information is often by town. At the extreme, Chinese will go by the house and forcefully isolate everyone there.
Block-by-block in a large city seems like more effective but slowly creeping towards Chinese measures. So, start behaving now, before they start going house-by-house
Despite the high case count in BP, they have a steady rate of transmission, rather than an exponential one. Leading epidemiologists are now coming out against the mask & lockdown methods and suggest replacing them with protective measures for the vulnerable. They’re advocating for exactly what BP is unintentionally doing – open up, allow ppl to get infected, build antibodies and get to a place where we have herd immunity – a steady case count instead of an exponentially rising case count.
Wear your masks, be careful, but just know that in a month or two we may hear that we should all do exactly what they’re doing there.
